Texas continues to see major investment in energy infrastructure as companies race to expand capacity for natural gas moving out of the Permian Basin in west Texas. Two pipeline projects highlight just how quickly natural gas development is accelerating and what landowners across West and Central Texas may expect in the coming years.
Targa Resources unveiled plans for a new 500-mile natural gas liquid (NGL) pipeline, known as the “Speedway” or the “Grand Prix” project, connecting the Permian Basin to Mont Belvieu, Texas east of Houston. Designed with an initial capacity of 500,000 barrels per day – expandable to 1 million – the project attempts to support rising NGL production. Targa plans to begin right-of-way acquisition soon and the pipeline is expected to be in service by 2027. Targa also plans to construct five gas processing plants over the next two years.
Simultaneously, WhiteWater’s Eiger Express is moving forward with a new pipeline from the Permian Basin to Katy, Texas. This new pipeline is expected to run adjacent to WhiteWater’s existing Matterhorn Pipeline that was just recently completed. Surveying has already begun on the Eiger Express project and right-of-way acquisition is expected to begin soon. The pipeline is expected to be in service by 2028.
Together, these projects signal continued growth in Texas pipeline development and a likely increase in right-of-way acquisition and eminent domain activity along these key east-to-west corridors.
Landowners of impacted properties may soon receive initial offer letters for the Speedway and Eiger Express projects if they haven’t already.
