Phillips 66 announced that it had received a sufficient amount of binding transportation commitments to justify construction of its proposed Gray Oak Pipeline. The pipeline will connect the Permian Basin with the Corpus Christi and Sweeny/Freeport markets and is expected to be completed by the end of 2019.
