Right-of-Way Process for DeLa Express Pipeline Could Begin Spring 2025

The 690-mile DeLa Express pipeline project continues to be in the pre-filing phase after the end of the public comment period in September, but right-of-way could begin as soon as Spring 2025. The design team is now reviewing the proposed route and addressing concerns raised by the public to evaluate potential design changes or alternative routes.
This project will stretch across 27 counties in Texas, including Upton, Runnels, Coleman, Brown, Mills, Hamilton, Coryell, McMillan, Falls, Robertson, Bell, Milam, Brazos, Grimes, Walker, Montgomery, Liberty, and Hardin. It will extend past north Houston into southwest Louisiana, traversing nearly 13,000 acres of land. Notably, it will run near the SpaceX Rocket Development and Test Facility in McGregor, potentially bringing some challenges to the area. Some have concerns that ground vibrations from the SpaceX tests could disturb the pipeline and cause gas explosions.
Project Timeline
Once property is acquired in 2025, construction is slated to begin in 2026, and the pipeline is anticipated to be fully operational by 2028, following final certifications. Currently, DeLa Express has secured survey permissions for nearly half of the proposed right-of-way.
