Texas PUC Selects Modified Route 4 for Howard to Solstice 765 kV Transmission Line

On Friday, September 11, 2026, the Texas Public Utility Commission (PUC) preliminarily approved Route 4 Modified as the path for the Howard to Solstice transmission line, a roughly 370-mile project across 14 South Texas counties. The PUC’s final order was signed on September 18 confirming the selection of Modified Route 4.  

Why it matters: This transmission line project has been one of the most contested in a slate of new transmission projects ERCOT designed to catch up on years of lagging capacity across Texas.

According to the Texas Tribune, several landowner groups have argued that the PUC routing case moved too quickly and affected owners did not receive proper notice. The Commissioners specifically ordered CPS Energy to work with landowners on route modifications to minimize the impact to affected property owners.

What comes next: CPS Energy is expected to begin the outreach process to affected landowners soon, and surveying may begin shortly.
